IMO, this is a woodblock after an original work by Watanabe Seiran (渡辺晲嵐 - 1855-1918). Seiran was a female literati artist, companion of Okuhara Seiko (1837-1913). The couple from Tokyo was indeed acquaintanced with Shibata Zeshin (and also Kawanabe Ky˘sai).
The style of this print is reminicent of a series of six oban prints by Zeshin, all with calligraphy by Ministers from the Meiji Diet, opponents of the former Bakufu government.
