It's a woodblock print, in this case "Mishima Pass in Kai Province" from Hokusai's celebrated print series "Thirty-six Views of Mount Fuji". There are many copies of this print in institutional collections -- here's a link to many of them:

This design was originally published in 1830/31, but the series has been much reprinted, so it can be very difficult to tell how old a particular print actually is. All I can say is that this print looks to have been made from recarved blocks.
