It looks like it's probably a book wrapper. MFA has a few Kuniteru wrappers in its collection, for example:

The signature looks like Kuniteru signing "Ichiyūsai Kuniteru ga". I think the text next to his signature is "笠亭仙果著" -- I take that to be the author of the text of the book, but I am not sure what the correct reading is. Nor do I know what any of the other text says.
