So the text on the side reads 「岩佐又兵衛筆盆踊★」(I'm not sure of the last character). I take that to mean that it's a design by 17th-century artist Iwasa Matabei, and that the activity depicted is Bon odori, a festival dance to welcome the spirits of the dead.

I haven't found an image of an original painting to confirm this, but I found a Japanese-language site with a couple of postcard-size reproductions of old designs; one is another version of yours, the other a Moronobu design; see attached image.
