I can't say whether the artist is Toyokuni I or II, but some thoughts...

The text is hard to read, but I think it may say 「坂東秀佳」, ("Bandō Shūka") which would be a reference to the actor Bandō Mitsugorō III. I can find a number of Toyokuni I depictions of the same actor using the same name, but I've also found one by Toyokuni II (and several by Kunisada).

My other observation is that Toyokuni I was a *much* more prolific artist than Toyokuni II, so you could say that it's more likely to be a Toyokuni I design, statistically speaking.
