The signature appears to read 「史光」. I haven't been able to discover much about this artist, but here is a Japanese-language blog post in which the author writes about having acquired a set of c. 1940 postcards designed by the same artist:

A commenter claiming to be the grandson of the artist notes that the artist was a painter following the Shijō school who worked in Kyoto and was a student of Kikuchi Keigetsu.

The full name of the artist is given there as 「高橋史光」. I haven't been able to determine the correct reading of that.
