Interestingly, Nobuhiro's teacher, Hasegawa Sadanobu I, wrote /ga/ in the same style, e.g.:

Another one of Sadanobu's students, Sadaharu, did the same, e.g.:

So I'm inclined to agree that you're in the right universe... perhaps a poorly-documented signature of one of the above artists or a related artist?
