The book "Guide to Modern Japanese Woodblock Prints: 1900-1975" (Merritt & Yamada, 1995) has an entry on Suzuki Gyosui that says:

"Suzuki Gyosui (鈴木御水) B. 1898 in Akita prefecture. Studied Japanese-style painting with Itō Shinsui. Worked as an illustrator."

The "gyo" character used in the name ("御") is not one I have seen used by Kyosai or his students, so I would not assume a connection.
