The signature reads "Toyokuni ga" (豊國画). Since the censor seal is a regular "Kiwame", dating the print to no later than 1842, it must be either Toyokuni I or II. Based on the style of the signature, I'm leaning towards Toyokuni II; for info on Toyokuni I/II signature styles see this page:

The publisher of this print, Yamamotoya Heikichi, published a lot of work by both Toyokuni I and Toyokuni II, so that doesn't help decide between the two.

I can't make out enough of the actor/role names to hazard a guess on either.
