I can't help translating the text, but some observations...

The signature is that of Utagawa Kunikazu, signing 「花陽楼国員画」(I'm not sure of the correct reading of the first part of the name, possibly "Kayōrō"?)

Guy Pepermans posted some information here about the series this design comes from about a year ago. As he said then:

"The series is ‘Tôsei buyû den’ (當世武勇傳 - Stories of present day warriors) depicting heroes of the Boshin war in action. ... The series was published in Osaka around 1868-69 by Ikeda Denbei (Tenmadô)."

Waseda has a scan of what I take to be one volume of this series; unfortunately it does not include this particular design:
