The signature reads "礫川亭永理画" ("Rekisentai Eiri ga"). This is the same artist, I believe, that is known as "鳥橋齋栄里" ("Chōkyōsai Eiri"). For an example of the first signature, see:

I haven't found another copy of this particular design, but the composition is very similar to an Utamaro design that was discussed here very recently; see:

I would imagine this to be a 20th-century recreation.
