Pretty much all of the information that was given to you is incorrect.

The print is part of the series Tkai meisho kaisei dchki 東海名所改正道中記 "Newly Edited Travel Journal of the Famous Places of the Tkaid Road" (published 1875) and bears the title Miho-no matsubara 三保の松原 (#21 in the series), which refers to the place depicted on the print.

The artist is Utagawa Hiroshige III (1843-1894).
