The image you posted is lacking in clarity, but I *think* the signature reads "... Kunimasa ga". It looks like it has "paired" Nanushi censor seals, which would indicate a publish date from 1847-1852. So these two details, if correct, would mean that the artist is Kunimasa III, (AKA Kunisada II, AKA Toyokuni IV). That said, a higher-resolution picture of the lower left corner would help to confirm.
