Ry˘bi Shahitsu 良美灑筆 is an alternative title for the famous Hokusai gafu 北斎画譜 (late 1830s-1849). The pages in question appear in the first of the three volumes. The book had many different editions with some slight changes each, so that there is, for instance, a b&w version, a color version and also one with text. The design of the b&w version with text also shows additional people in the upper part of the lefthand page. Can we conclude from this, that it's the first print? This is difficult to answer.

Furthermore, judging from the color palette of the image you have posted, it appears to be a later print.
