This is Hiroshige II, signing "Risshō hitsu" (立祥筆).

The design is from an 1866 series called "Thirty-six Selected Flowers" (Sanjūrokkasen). This is #28 isn the series, "Morning Glories at Iriya in the Eastern Capital" (Tōto Iriya asagao).
