Actually, this is not an option, since with Harukawa Eizan (or Goshichi for that matter), we would expect Eizan 栄山 to be the signature, not Harukawa 春川, if only two characters are given. The surname only appears, if the full name is given in the signature - which is not the case here.

Looking at the form, 春 appears to be an option for the first character. However, I would question 川 as the second character.
