This looks to be a reproduction or print adaptation of a painting by ukiyo-e painter Miyagawa Chōshun (宮川長春).

Here's a link to what I take to be the original version of this design, painted in the early 1700s:

As you can see, a group of figures have been cropped out of the original design.
