Naniwa is the old name for Osaka so the print must have been published in that city. I'm not sure what 丹権板 means. Was it the name of a private publishing company or rather a public insitution?
I found one reference to 浪花 丹権板 at page 63 of this document (ref G171-2-11):

Someone who can read Japanese prperly can give us a translation and more information about the content.

Anyway, till now I found no furter references to an Osaka or Kamigata artist named 'Ichiensai Sadamasu'. Something for scholars of Kamigata-e, I guess.
