The artist is Utagawa Kunisada (aka Toyokuni III, 1786-1865) here signing 'Gototei Kunisada ga'(五渡亭国貞画). At the left of the signature, bottom right, is a circular 'kiwame' censor seal and the publisher's mark of Kawaguchiya Shz. Date of publication 1820s-30s.
The depicted Kabuki actor is Sawamura Gennosuke II (澤村源之助 - 1802-1853) - name printed upper left. The further reading of the stage name (or role) next to the actor's name right could help us to indentify the corresponding Kabuki play, date of the performance and the Kabuki theatre.
