I believe the signature belongs to Otake (or "Odake") Kunikazu (国一). The Japanese-language wikipedia entry shows a another kuchi-e design of his:

I don't know what novel this image illustrates, but according to Merritt & Yamada's "Woodblock Kuchi-e Prints: Reflections of Meiji Culture" (2000), Kunikazu designed kuchi-e for "several novels by Kikuchi Yūhō and Hirotsu Ryūrō published by Shinshindō around 1900."
