The artist is Utagawa Sadahide, signing "Gyokuransai Sadahide ga" (玉蘭齋貞秀画). Fuji Arts listed a copy of two of the sheets, offering the description "Boys Enacting a Daimyo's Procession":

In terms of date, it looks like the prints bear a "single-nanushi" censor seal, dating the design to 1843-1847. Further, the seal looks to be one for Murata Heiemon, dated to 1845 by the Hotei Encyclopedia.
