This is a design by Utagawa Kuniyoshi, signing "一勇齋國芳画" ("Ichiyūsai Kuniyoshi ga").

The posted image is the right sheet of a triptych that has two distinct versions. The older of the two, published c. 1842/3, can be seen here in its entirety (Robinson T116):

The later version, published 1849-52, appears to be the version you have. Unfortunately this site only has the left two sheets (Robinson T244):
