The print is signed 'Shunsai hitsu' (春斎筆), refering to Utagawa (Shunsai) Toshimasa (歌川年昌, 1866-1913).
The print was published around 1890 by Matsumoto Heikichi (松本平吉) in Tokyo and is titled 'Nishinokata' (西ノ方) or 'West side' depicting 12 sumo wrestlers of the 2nd rank in the First Division (Makuuchi), who appear on the west side of a banzuke. The top ranking wrestlers in the Makuuchi appear on the east side of a banzuke.
