I believe this is a page from a 1935 picture book reproducing scenes of Japanese history by various Meji-era artists. The title of this book is usually rendered 大和櫻 : 國史畫帖 / Yamatozakura : kokushi gachō.

This particular image is a depiction of the Soga brothers (曽我兄弟).

I haven't been able to identify the artist of this design. If you could get a clearer picture of the signature and seal(s) at the lower left, it may help to figure it out.
