The artist is Utagawa Sadatora, signing "Gofūtei Sadatora ga" (五風亭貞虎画). This series is dated by standard sources to the Tenpō era, so 1830s to early 1840s.

But also, the publisher seal belongs to Iwatoya Kisaburō, a house said to have ceased publication after 1832:
