I believe this is Utagawa Yoshiyuki, signing "嶺齋芳雪画" ("Reisai Yoshiyuki ga") [or possibly "Ichireisai" with the first character rubbed off]. Assuming the smudgy circles are censor seals, that would date the print to 1847-52.

The text reads:

朝日將軍 Asahi shōgun
木曾義仲 Minamoto (no) Yoshinaka
巴御前 Tomoe Gozen

Yoshinaka and Tomoe Gozen were popular figures from Japanese history; Wikipedia has all the basics.
