I followed your link. Yes, the seals are a match and the quail image is of the same style and technique.
The Tokyo National Museum attributes their quail image to Tosa Kazutoki. Wikipedia provides some info on him (a bit a rough when translated to English from Japanese). Seems there are many names used for this artist: Ittoku, Itoku, Tosa Istoki, Ichitoku, Kazutoki. Possibly some of these names are not quite accurate when google-translated?
This artist is mostly referred to as being a "painter". Might the image I have be a combination of woodblock printing and hand-painted details?
There's much to indicate it is woodblock printed: baren/burnishing marks on the back, slight bleed-through, wood-grained background, embossed/relief details in the quail, etc.
Hoping to find out more with some additional research.
