This is Toyokuni I, signing 豊國画 ("Toyokuni ga"). Obviously you have two sheets of a multisheet design, probably a triptych but possibly a larger polyptych. I haven't been able to locate another copy of this particular design, so my comments from here are a bit general...

Toyokuni produced many such designs during the earlier part of his career, so it's a little hard to date precisely, but original publication would certainly have been between 1790 and perhaps 1805.
