I'm inclined to read this as "一光斎筆", "Ikkōsai hitsu". The only artists I'm aware of using this gō were Yoshimori I and II.

That said, (1) I've never seen a Yoshimori II signature actually using that gō, and (2) of the many signatures of Yoshimori I I've seen containing 斎/齋, I've never seen him write it quite the way it's written in your example.

Any style or date clues that could help us narrow the search?
