The signature looks to me to be 秋月 (probably read "Shūgetsu") 筆 ("hitsu").

I think this is probably the artist Tsutsumi Shūgetsu (堤秋月), a student of either Torin II or III, as seen on this print in the British Museum (rightmost of the four signatures):

However, I see that Torin III himself is also documented to have signed using the same kanji, so perhaps a completely precise attribution is impossible here.
