It's a publisher seal. The seal is in Marks (25-162), and is given as "Kinkodō" (錦鯱堂). Little appears to be known of this Osaka-based publisher, other then that they produced unserialized actor prints by Hirosada and Kunikazu during the 1850s.
I see that MFA has this to say: "The Ikeda bunko impression has the Ningy˘ichi publisher's mark. MFA 11.35585 has the Kashimad˘ publisher's mark and 11.35586a-c has no publisher's mark." So this design appears under the seals of at least three publishers, always in red. I wonder if it was a joint commission of some sort? Or perhaps the blocks were just sold repeatedly?
