Apparently night scenes like this were very popular with publishers of Japanese prints in the first half of the 20th century. And though they usually have very little likeness to Hiroshige's prints, his signature were often added to these prints - like yours and the one above. Other rather similar examples can be studied on Marc Kahn's website dedicated mainly to the works of Takahashi Shôtei:

Shôtei was the designer of a large number of the night scenes which were copied by many other artists and print publishers. As for the Hasegawa series, you can find more information here:
