Identity of print artist

I recently purchased a print that has no apparent artist signature, date, publisher or censor seals. I found two matches in John Resig's database. One lists no artist name but gives a date of 1859. The other print is listed as by Toyohara Chikanobu. Both prints a held by the Waseda University Theatre Museum but the links for additional information do not work and I wasn't able to locate the print on the Waseda website. I provide a link to the images held by Waseda University. I think the attribution of Chikanobu as the artist is in error, especially if the 1859 date is correct. The subject and style of the subject (a man with a hat) don't look more like Edo style rather than Meiji. I don't think there is anything on the print to make an identification but I thought I would post this anyway and see if there is a possibility of identification. Thanks for any assistance you might be able to give.
