This is a design by Keisai Eisen, from a series entitled "Mitate meisho sakura tsukushi" (見立名所桜尽). MFA in Boston has designs from a different series with the same name, which they translate as "Matches for the Cherry Blossoms at Famous Places".
The title for this design looks to me to be "Mukashima no sakura" (向島の桜 [向嶌乃櫻], "Mukoujima cherry blossoms"). The depicted figure is a courtesan of the house of Tamaya (玉屋), though I can only decipher the second character of her name, 紫 (probably read "...murasaki".
The publisher seal is documented in Marks as 16-011 and belongs to Mikawaya Seiemon. According to Marks, this publisher ceased operation after 1829.
