The artist is Morikawa Chikashige (守川周重). This sheet is clearly part of a polyptich, but I haven't been able to find another impression of the design anywhere.

Two actors are named:

市川團十郎 Ichikawa Danjūrō IX as 大石由良之助 "Ōishi Yuranosuke", a variation of a name associated with Kanadehon Chūshingura.

中村仲蔵 Nakamura Nakazō III as 杦山, perhaps read "Sugiyama". I am unfamiliar with this role.

Based on the actors and artist, the design must date from 1875-1886, but that's about all I can say for sure.
