The style is that of the late 18th century, and I would guess that the artist is Torii Kiyonaga.

One striking detail is that the woman has no long hairpins in her hair.

On the right is not a drum, but a bucket of water with a ladle.

One of the circles is a censor seal (kiwame), the other one might be a publisher's seal.
