My mistake. I read korea in the url and the first part of the name just didnt look Japanese, so I thought it was a Korean artist, but in fact "korea" in the url probably refers to the title of the print (Sino-Korean Talk).

As for the name, I am not an expert, but I believe that the last character is 哉, not 哉, contrary to what lavenberg states. I checked that the two characters are not semantic variants of each other.
