I'm inclined to read the left row of text as 梅可堂東南写生 "Baikōdō Tōnan shasei", "drawn from life by Baikōdō Tōnan". I'm not that sure about the last kanji, though.

I only know of one artist to sign 東南, and that was Umekawa Tōnan 梅川東南, active c. 1840s-50s. I'm not aware of him ever using the gō "Baikōdō", though, so I don't know if this is the same artist or not.
