This is a sheet from a tetraptych design by Ōsaka artist Gigadō Ashiyuki, depicting Arashi Rikan II in a play performed in 1829. Mike Lyon has a page on this design -- he only has three of the sheets, but he also has links to all four sheets at Hankyu Culture foundation:
