The signature on the design is that of Eitaku, reading "Sensai Eitaku" 鮮齋永濯. Also, the attribution on the colophon (following "gakō" 画工) is "Kobayashi Hidejirō (or Shūjirō?)" 小林秀次郎, which is the form of Eitaku's name used in "official" contexts.

With respect to the New Zealand attribution, it appears to me that they just got it wrong, perhaps fooled by the style and subject matter.
