The signature belongs to Utagawa Kunisato, active 1840s-1850s. See here for a similar signature from the same artist:

This artist, and the correct reading of the first part of the name he has signed with here, has been discussed here somewhat recently. Most sources I am aware of read 立川斎 as "Ritsusensai", which relies on a "Kan’yō-on" reading of the first character -- this is a reading that is (or was) commonly accepted, but is originally based on a corrupted or non-standard reading.
