The signature reads "Kikugawa Eizan hitsu" 菊川英山筆.

It appears to me that there is a "gyōji" seal present (square seal below the round censor seal) -- this is a form of censor seal only used between 1811 and 1814/15, so that dates the design with some precision.

Looks like it probably belongs to the same series as this similar design:
