The signature is that of Tōshū Shōgetsu 東洲勝月, and the other text is a colophon containing various pieces of publication information. It indicates that the publisher is Katada Chōjirō 片田長治郎, and the year of publication was Meiji 22 (1889).

I have not been able to find an image of this particular design, but I suspect it is a sheet of a triptych design from the series "Kanko Azuma nishiki" 歓古東錦 ("A Look at the Old Days in Color Prints"). Here is a design from that series with a similar flavor to your print:
