I believe it may belong to the same design or series as this sheet at MAK:

It seems to have the same title, written slightly differently: modern form 當風寶の初ゆめ, which MAK translates as "The first lucky dream of the year in modern days". MAK dates the design to 1810, a year of the horse, owing to the presence of a horse in their panel.
