One of the women is Koichi (bottom right), so these might be courtesans of the Kyo house in Yoshiwara, with a view over the Sumida river. The other names are not quite readable, because the image is a bit fuzzy.
The artist might be Kunisada II, or Yoshiiku, because of the elongated faces of the women, but this is just a guess.
