I actually just added a couple of signatures for this artist very recently! The artist is Hirose Harutaka 広瀬春孝, also known as Fūsai 楓斎. I have not been able to find out much about him, except that he was born in 1870 and was a student of Hayashi Motoharu.

I have found examples of Harutaka designs from several "meisho" series, depicting famous places in Ise, Osaka, and (like yours) Tokyo. Motoharu signed some prints in the exact same format -- perhaps the teacher started one such series and then the student made a franchise out of it?
