This is a scene of the first Sino-Japanese War depicting the second charge on Hôhô castle at the Naval Battle of the Yalu River in September 1894.

城鳳凰城二進撃之図 (Shiro Hôô shiro ni shingeki no zu)
The signature remains a mystery to me. I read the first character as 'hide' (英), second character not read. I'm wondering if the artist could be a pupil of Mizuno Toshihide.
A detailed image of the colophon in the lower left corner on the left hand panel could reveal more.
