This is a scene of the first Sino-Japanese War depicting the second charge on Hh castle at the Naval Battle of the Yalu River in September 1894.

Title:
我軍鴨緑江九連 (Waga-gun ryokuk kyren)
城鳳凰城二進撃之図 (Shiro H shiro ni shingeki no zu)

The signature remains a mystery to me. I read the first character as 'hide' (英), second character not read. I'm wondering if the artist could be a pupil of Mizuno Toshihide.

A detailed image of the colophon in the lower left corner on the left hand panel could reveal more.
