I'm not sure exactly when using "Tōto" 東都 as a nickname for Edo started, but Hiroshige was using it by 1831 in the first of a number of series called "Tōto meisho". Edo was, after all, the administrative capital of the country, even if it didn't become the imperial capital until the Meiji restoration.
