This is a design by Utagawa Sadafusa, here signing "Kitchōrō Sadafusa ga" 橘蝶樓貞房画.

This design (or a close relation) is listed in Ukiyoe bunken shiryōkan (search the page for 菊川伝佶):

The design is dated by this source to 1842.

I can't make much sense of the text on either site, but I gather the print depicts acrobatic performers 菊川伝佶 (Kikukawa Denkichi[?]) and 菊川てる女 (Kikukawa Teru-jo).
