All fan-shaped prints/paintings of the Freer & Sackler collection have folds drawn on them, and any writing is aligned with the folds? All of them except one are Chinese. So your print/painting is probably a modern Chinese production. I am not an expert, but I also find that it does not follow the canons of traditional Chinese painting.

I read the signature as 超凡字, which is more likely Chinese than Japanese.
